What moves decides the project, not what it costs to buy

People budget a kitchen by pricing cabinets, counters and appliances. The number that actually decides the project is whether anything moves. Washoe County treats cabinets, countertops, tiling and flooring as interior finish work needing no building permit — but rearranging water, waste or vent pipes, adding electrical circuits, mechanical work and anything structural all fall outside that exemption. A kitchen that keeps its plumbing where it is and a kitchen that moves the sink to an island are two different kinds of project, and the difference is far larger than the sink.

The estimate changes on the day the old finishes come off

Every calculator here prices what can be seen. Three things routinely cannot be: the condition of the subfloor under the old flooring, the state of the drywall behind old tile, and whether the cabinets and walls are actually level and plumb. A lot of Reno–Sparks housing stock has settled a little since it was framed, and cabinets are built square. Ask any written estimate to state what it assumes about all three — it is the most common reason a kitchen quote moves in week one.

Permits, licensing and what actually applies here

Most of a kitchen is permit-exempt

Washoe County's own list of work not requiring a building permit includes interior finish work like painting, wallpapering, tiling, carpeting, cabinets, and countertops, plus light fixture replacement and repair or replacement of sinks with no rearranging of the water, waste or vent pipes. That covers a surprising amount of a kitchen remodel — the whole of a refacing, countertop, backsplash or flooring project in most cases.

What is not exempt

New electrical circuits, rearranging water, waste or vent piping, mechanical work such as new ventilation, gas lines, and anything structural. That is why moving a sink to an island, adding under-cabinet lighting on a new circuit, or opening a wall changes the nature of the project rather than just its price. If a wall is load-bearing, expect a beam and very likely an engineer's calculation.

EZ Permits for the straightforward work

Washoe County runs an EZ Permit route for work that needs no plan review — electrical services up to 400 amps, standard plumbing, HVAC replacements — which a licensed contractor can typically apply for, pay and receive the same day. It is worth knowing, because it means the permit on a normal kitchen electrical or plumbing change is a paperwork step rather than a schedule risk.

Two jurisdictions, one address

Spanish Springs spans unincorporated Washoe County and borders the City of Sparks, and which one covers your address decides which building department and which fee schedule applies. They are not accurate enough to sign a contract against, because no calculator can see what is behind your walls, how level your floors are, or what your existing plumbing and wiring will allow.

Why do two kitchens the same size cost so differently?

Because size is only one of four drivers. Material can more than triple a countertop or a cabinet run. Scope decides whether you are refacing or replacing. What is moving — the sink, the range, a wall — decides whether this is exempt interior finish work or a permitted construction project. And the condition of what is already there, which nobody can see until demolition, decides the rest. Two 180-square-foot kitchens can legitimately be $30,000 apart.

What does a full kitchen remodel cost in Spanish Springs?

The figures published on this site put a full kitchen remodel at $25,000 – $60,000+ and a larger or higher-end renovation at $60,000 – $100,000+, with minor updates such as hardware and paint at $2,500 – $8,000. Do I need a licensed contractor?

For essentially any job in these calculators, yes.
